SUMMARY:AIPG National Conference
DESCRIPTION:This year’s meeting theme is “Geology: The Cornerstone of our Future”. Geology plays a significant role in today’s society and will become ever more important in the years to come. Our reliance on basic resources and building materials such as sand and gravel for roads\, limestone for concrete\, iron for structural purposes\, and other base metals for electronics and other applications will not diminish; rather\, it will become a greater concern as existing deposits are depleted or rendered inaccessible. \nThe ever-increasing number of applications of rare earth elements has created a greater demand on extraction and several of these elements will be needed in ever greater quantities to assist in the transition to a reduced carbon emission future. Geologists will be needed to identify\, quantify\, and yes\, help with extraction of these mineral deposits. \nA reliable source of clean freshwater is a basic necessity for life\, and the onset of climate change is impacting these resources. Changing climate patterns mean that widespread areas may become stricken with drought. This will mean that significant depletion of groundwater aquifers and surface water reservoirs will occur in these areas as withdrawals exceed natural replenishment. This is already affecting agricultural practices and driving migration of human populations to areas where this precious resource may be found\, resulting in conflict and/or political unrest. DESCRIPTION:The world is facing significant social\, economic and environmental challenges exacerbated by the COVID-19 pandemic which brought profound implications to our societies and the way we organize ourselves to protect people\, property and economic interests. The early warning of this era of disasters is arriving almost daily in news reports from across the globe of record-breaking heatwaves\, prolonged droughts\, forest fires\, flooding\, sea-level rise and record-setting storms. The succession of record-breaking disasters that have swept the globe during this summer of 2021 are challenging our understanding of extreme events. There have been serious floods in China and Western Europe\, heatwaves and drought in North America and wildfires in the sub-Arctic and in multiple other countries around the globe. Managing disasters amid the COVID-19 pandemic is an emerging challenge calling for the establishment of strong alliances\, in particular between scientists\, practitioners and decision makers to reinforce our capacities to better protect our future. \nAs recently evidenced in the 2021 IPCC report\, under the current landscape scenario\, where intensification of the effects of natural and technological hazards due to climate change is combined with new ways of threatening our societies\, the role of science\, technology and innovations is crucial and needs to be further exploited in a more systematic manner at all stages of the disaster risk management cycle. \nWithin the Union Civil Protection Mechanism(UCPM)\, the pivotal role of science is acknowledged in Article 3(e) of Decision No 1313 / 2013 / EU which calls for an increase in “the availability and use of scientific knowledge on disasters”. The role of scientific knowledge is further emphasized through Article 13 establishing the Union Civil Protection Knowledge Network. \nWithin the newly established Knowledge Network\, its Science Pillar is proposed to become the collaborative space where the scientific community connects to the operational stakeholders while ensuring that decision-makers benefit from already – existing scientific knowledge and that the scientists benefit from decision – makers’ experience to further develop innovative and tailored technologies. The Disaster Risk Management Knowledge Centre will become the nucleus of the Knowledge Network’s Science Pillar. \nThe Fifth annual seminar of the DRMKC takes places in this changing landscape\, which implies strengthening its role as a leader of the scientific dialogue for an enhanced civil protection legislation. \nThe annual seminar will be an opportunity to launch a new phase of dialogue between civil protection authorities and the scientific community and to start building the network together.The scope would be to establish the core community of scientists who will help constructing the knowledge base for supporting DRM activities and actions. \nThe activities in a first phase will be shaped around the development of multidisciplinary and cross – cutting knowledge\, scientific guidance and new technologies for building resilience towards complex transboundary disasters.The seminar will hence address specific activities that can make significant impact in terms of role and mission of the Science Pillar: \n\nMaking available and better quality risk and loss data\, improving risk assessment methodology\, better understanding of risk driver and harmonization of risk metrics;\nProvide scientific advice in implementing the Union Disaster Resilience Goals\, measuring and monitoring them;\nAdvising on strategies and policies to counter disastrous situations through the development of resilience scenarios that factor in multiple hazards and cascading effects for improved early warning systems.

SUMMARY:Accelerating financing for climate and disaster risk prevention and de-risking investment
DESCRIPTION:The COVID-19 pandemic and climate crisis has demonstrated that governments are critically under-prepared to tackle the systemic nature of risk and are underinvesting in and under-prioritizing prevention and resilience. Investing in disaster risk reduction is a precondition for developing sustainably in a rapidly changing climate. It can be achieved and makes good financial sense. Global investments of €1.6 trillion in appropriate disaster risk reduction strategies could avoid losses of €6.4 trillion (GCA 2019). \nYet\, in certain countries\, domestic public finances earmarked for risk prevention as primary objective are on an average less then 1% of national budget\, suggesting a chronic underinvestment in risk prevention. Current actions are not commensurate with the sheer scale of the challenge – the rapid accumulation of disaster risk that is systemic\, interconnected and cascading. \nDisaster resilience is not prioritized because it is wrongly perceived as politically risky – a cost for an event that might never happen within a political term in most cases driven by lack of visible and well communicated incentives. We are stuck in a vicious circle where the financial cost of disasters is rapidly rising\, strapping governments in their ability to mobilize and provide necessary funds\, trapped in emergency response. \nTo add\, capital market investments are not yet accounting for disaster risk and are in essence\, bankrolling future catastrophes. There is a misperception that disaster risk prevention is the sole responsibility of the public sector and not an issue for the private sector. The true costs of disasters remain external to private sector investment decision-making. At present\, much of the policy\, regulation\, and accounting practices do not mandate consideration or disclosure of the financial impacts of disasters and even though this trend may be slowly changing\, measures are limited primarily to climate risks. \nWe are seeing the consequences of this unfold in real time. \nThe policy space is at a crossroads. The combined effect of COVID-19 and increasing disaster risk from the climate emergency provides today’s decision makers and investors with an unique opportunity to accelerate action and put the world on a path for a resilient\, green and sustainable future. In developing sustainable and climate finance\, it is important to integrate disaster risk reduction to reorient financial flows and financing in support of disaster risk reduction. You can measure good disaster risk governance in lives saved\, reduced numbers of disaster-affected people and reduced economic losses. COVID-19 and the climate emergency are telling us that we need clear vision\, plans and competent\, empowered institutions acting on scientific evidence for the public good. \nThis requires having national and local strategies for disaster risk reduction in place by the end of the year as agreed by UN Member States when they adopted the Sendai Framework for Disaster Risk Reduction in 2015. We need to see strategies that address not just single hazards like floods and storms\, but those that respond to systemic risk generated by zoonotic diseases\, climate shocks and environmental breakdown. \nGood national and local strategies for disaster risk reduction must be multi-sectoral\, linking policies in areas such as land use\, building codes\, public health\, education\, agriculture\, environmental protection\, energy\, water resources\, poverty reduction and climate change adaptation.

SUMMARY:12th International SedNet Conference
DESCRIPTION:The SedNet 2021 conference “Sediment Challenges and Opportunities due to Climate Change and Sustainable Development” will take place online from 29 June – 3 July 2021. \nSediments found in upland streams\, industrialised waterways\, busy coastal zones and offshore waters are characterized by a wide variety of sediment properties in dynamic and less dynamic areas. These areas are inherently interlinked as sediment is transported from catchment to the open sea. The natural flow of sediment from mountainous regions to the ocean is strongly impacted by anthropogenic activities along this journey in terms of both the quantity that is transported and the quality of transporting waters. Sediment distribution is not only impacted by direct human influence but also indirectly as a result of changing weather and climate patterns. A change in sediment dynamics leading to sediment starvation or sediment accumulation is often the concern of river basin and coastal managers who constantly need to adapt to these environmental variations. Often overlooked\, there may be direct and indirect effects of climate change on sediment quality\, too. More frequent flash floods may erode deeper and older\, more contaminated sediment layers and spread it onto flood plains. Increased UV radiation may change degradation of contaminants. Increased water temperatures will have an effect of contaminant transfer in the food chain. Little information is currently available to predict whether sediment managers will have to cope with greater or different quality problems in future due to the climatic changes.

DESCRIPTION:The “Science for Disaster Risk Management 2020: acting today\, protecting tomorrow”\, the second of it series\, has been produced with the collaboration of more than 300 experts in disaster risk management. The participants come from different disciplines and sectors (from academia\, civil protection groups\, international organisations and the private sector\, among others) to provide the reader with accurate and updated information on the consequences that disasters have on key assets of society (population\, economic sectors\, critical infrastructures\, environment and cultural heritage) and how these can be managed. Based on all the information collected\, a set of recommendations are provided to four target groups of society (policymakers\, practitioners\, scientists\, citizens) to actively reduce disaster risk in the EU. \nThe authors of the report conclude that it is necessary to reinforce collaborative processes where stakeholders share their knowledge and co-create action\, paying particular attention to the role of citizens and the private sector. At the same time\, it is key to develop a frame to collect\, store and reuse data and information from the aftermath of a disaster to understand the drivers and conditions that lead to losses and damages and so plan more effective measures to protect our future. As the Report aims to move from identifying needs to showing solutions and approaches for action\, the launch event would be a good opportunity to engage with different stakeholders to explore how the proposed recommendations can be put into practice.

SUMMARY:SEG-AGU Advances in Distributed Sensing for Geophysics Virtual Workshop
DESCRIPTION:Geophysical data acquisition is currently undergoing a quiet revolution driven by new advances in distributed sensing approaches based on fiber optics\, inexpensive nodal systems\, and ubiquitous sensors embedded in the Internet of Things. The commonality between these approaches is the capacity to economically conduct ultra-high-density measurements at scales above 1000 sensing locations\, providing an unaliased view of seismic wavefields as well as other measurands including strain and temperature. Distributed Fiber Optic Sensing (DxS) and Distributed Acoustic Sensing (DAS) in particular are moving from specialized tools for vertical seismic profiling to broadly utilized approaches deployed in boreholes\, on the surface\, and now on the seafloor with application domains in seismology\, hydrogeology\, and oceanography\, as well as applied geophysics. With this rapid growth in measurement density have come new challenges in data management and analysis requiring focused development of approaches for identifying patterns and extracting information from these massive datasets\, potentially exploiting machine learning methodologies. \nThis workshop seeks to bring together researchers from industry\, academia\, and the public sector involved in exploiting these recent sensing advances with the broader geoscience community to explore both the underlying technologies as well as new domains for distributed sensor deployment. The format of the workshop is intended to foster lively discussion and interaction\, and includes an evening poster session to facilitate longer debates.
